Note:
(a) Canadian Trade Office in Taipei (CTOT) first opened in 1986. Even so, to obtain a visa, any visa, to Canada needs to apply through Canadaian consulate in Hong Kong. I did not know it had to be Hong Kong, so on my way, in 1985, from Taiwan back to US, via Tokyo and Toronto, I went to Canada's embassy to get a visa; an immigration officer (a woman) nicely told me Hong Kong was the right venue ("next time") but gave me a tourist visa on the spot.
(b) At present, it is still the case; CTOT website advises: "The Consulate General of Canada in Hong Kong is responsible for processing visa applications for citizens and residents [Taiwan passport holders only] of Taiwan." Thus I assume that the visas CTOT issues in Taipei bears a mark of Canada's Consulate General in Hong Kong--to indicate the visa is NOMINALLY issued from Hong Kong--the same sleight of hand many nations have been using since decades ago when they switched recognition to China.
