[A"] 安倍正试图让日本成为一个正常的国家。中国作为二战中的战胜国有责任帮助日本。日本在经过多年的遏制军事力量及制度改革之后,已无法发动 [launch, not defend] 一场战争。

(a) The kanj for "ko" can be (Japanese pronunciation of) 小 or 子 (as in female given names). For example: 小鼠/子鼠 are the same, meaning either a small-sized mouse or child/baby of a mouse.
(b) The "kuni" and "koku" are the Japanese and Chinese pronunciations, respectively, of 国.
(c) masa 正 【まさ】 (n): "exact; precise" (I know, the definitions in English are adjective.)
正 and 政 are pronounced the same in Chinese pronunciation (“sei”). So the Japanese pronunciation of 正 (“masa”) is borrowed for kanji 政, which has no Japanese pronunciation--when Japanese parents do not want to use the Chinese pronunciation. (Besides, “masa” for 正 and 政 are very commonly found in males’ given names in Japan.)
