In short, Power of Siberia pipeline will, at least in the first phase (with the possible extension westward to Kovykta field), runs from Chayanda oil and gas field to Khabarovsk 哈巴罗夫斯克.

My comment: There is no need to read the text. The takeaway is: at city of Yakutsk - the capital of Russia's Republic of Yakutia on Sept 1, 2014, president Putin oversaw the start of construction of Power of Siberia pipeline (to Khabarovsk). That is 东线.
