Paul Mozur, 力挺本土芯片,中国对外企软硬兼施. 纽约时报中文网, Oct 28, 2014

, which is translated from

Paul Mozur, Using Cash and Pressure, China Builds Its Chip Industry. New York Times, Oct 27, 2014.

Note:
(a) The report says little that we do not already know. Besides, this is not something a government, any government, can help.
(b) “Last year, the country imported $232 billion of semiconductor products, eclipsing even the amount spent on petroleum.”
(i) Candace Dunn, China Is Now the World’s Largest Net Importer of Petroleum and Other Liquid Fuel. Energy Information Administration, US Department of Commerce, Mar 24, 2014
swww.eia.gov/todayinenergy/detail.cfm?id=15531
(“In September 2013, China's net imports of petroleum and other liquids exceeded those of the United States on a monthly basis, making it the largest net importer of crude oil and other liquids in the world” while US is benefited from “tight oil plays”)
(ii) 中国主要能源对外依存度攀升 资源品定价市场化提速. 新华网, Feb 8, 2014
news.xinhuanet.com/fortune/2014-02/08/c_119244145.htm
(“中国原油进口量 * * * 到2013年已达到2196.5亿美元”)

This was petroleum (or crude) alone, excluding “other liquid fuel” (refined products)--or natural gas. Strangely it takes me an hour to find the VALUE of crude import, though weight (tons) or volume (barrels) of China’s crude import is everywhere (in English and Chinese).

(iii) In fact, China’s own statistics is for “integrated circuits” rather than “semiconductor products” (as appears in the NYT report).

Wu Jin, China will invest 120 bln in integrated circuits. China.org.cn, Apr 26, 2014
www.china.org.cn/business/2014-04/26/content_32204710.htm
("According to the Chinese General Administration of Customs, imports of the integrated circuits last year reached US$232.2 billion, rising by 34.6 percent year-on-year. Meantime, trade deficits [of integrated circuits alone, not of all merchandise] increased by US$5 billion yearly to US$144.1 billion, registering a consecutive growth over the course of four years. The import quota [sic; should be 'value'] of the integrated circuit chips even took over those for crude oil, when the latter declined by 0.5 percent to US$ 219.6 billion in 2013")

(c) Like most of data and reports coming out of China, this view is is misleading, for two reasons.
(i) Almost all imported crude is for domestic use. On the contrary, China imports most of ICs to assemble into final products, to re-export.
(ii) China has come a long way, in terms of exponential growth in import and export of ICs and electronics. )See Tables II.46 and II.47 below.)
