(2) I was somewhat right, somewhat wrong: Poland was not included, but some occupied (and definitely annexed) regions were included. Also, it was not an estimation; a census was conducted in 1939. Last not not least, in 1939 Germany's population was 79m (officially), not 69m.
The "79" figure is correct, because the Wiki page itself (see (i)) cites footnote 1 to support "69." Footnote 1 points to
"'Statistisches Jahrbuch für die Bundesrepublik Deutschland" (in German). Statistisches Bundesamt. 2006. p 34"
of section 13 Bibliography of the same Wiki page--which says "79" in 1939.
