(i) “國家”?
(A) To be fair, The page says “partners”: "Sixty-five coalition partners have committed themselves to the goals of eliminating the threat posed by ISIL * * * Below are some (this list is not exhaustive) of the partners that have joined this effort to date, and we expect the number to grow."
(B) The page does not use “nation,” but does use “country” that does not refer to Taiwan:
"As Secretary Kerry has said, 'there is a role for every country to play' in degrading and defeating ISIL. Some partners are contributing to the military effort, by providing arms, equipment, training, or advice. These partners include countries in Europe and in the Middle East region that are contributing to the air campaign against ISIL targets.
(ii) To be honest, this page, being undated and most likely updated frequently (without an update date), supplies no evidence that Taiwan was included in the coalition from the start, Sept 10, 2014. The opening sentence only says, “On September 10, 2014, President Obama announced the formation of a broad international coalition to defeat The Islamic State of Iraq and the Levant (ISIL).”
