(ii) 政務次長 (in charge of policy-making) is higher than 常務次長 (in charge of execution). Thus the former may be translated as first deputy minister, though this is not done in Taiwan.
(iii) 考試院 (Examination Yuan) 銓敘部 has jurisdiction over 文官制度, 公務人員人事. I am clueless about why Reuters ask 銓敘部 to comment, as opposed to Ministry of Interiors 內政部.
