My comment:
(a) There should be further development. For one thing, it is unclear how far the fishing vessel was away from the Natuna Islands.
(b) Natuna Islands

Natuna Sea is around Natuna Islands. But in the Web I fail to find the boundaries of the Sea. Indeed the United States indicates Indonesia does not define the boundaries of the seas surrounding the nation. See
