(i) First of all, tweed https://en.wikipedia.org/wiki/Tweed

(ii) But as the last name, it has another source.
The Northern English and Scottish surname Tweed meant "someone living on the banks of the river Tweed, which flows between northeastern England and southeastern Scotland, and bears a British name of uncertain meaning."

(b) The Chinese report of BBC -- (1), that is -- may be exclusive 专访. Yet BBC does not publish it in English. Moreover, it seems that Mr Hammond is talking to everybody about the same theme.
