(a) "欧蕾珊在给美国之音记者回复的电子邮件" is not in the public domain, not available in the Web (I did search just now). So I can not make an independent judgment. And I do not know the significance, if any, of the point Mr Hu Dehua raised.
(b) However, the paragraph about Mr Hu Dehua in

seems unambiguous: The ICIJ does not say Mr Hu's COMPANY registered with a Beijing address, not Mr Hu HIMSELF.
