My comment:
(a) The sad thing is Legislative Yuan 立法院 does not a transcript or video of the proceeding, though it has live casting.
(b) No news report in Taiwan on this issue is detailed enough to present nuances. But a report from a news organization based in Hong Kong suggests the lawmaker in quotation (b) is none other than 江启臣, See
