My comment:
(a) Cover: Heartache and anger in the neighborhood sacrificed to Harvey

(c) Just read the first six paragraphs -- and view the map. Contrary to the subtitle and cover, the federal government released water from two reservoirs because it had no choice. It happens in Taiwan, too, during typhoons.
