My comment:
(a) Read paragraphs 2 and 3, whihc says that two Beijingers--unknown to each other; one speak English and the other, Mandarin--spoke by cellphones and when they accidentally uses the world "protest" and the phone call was cut off.
(b) I have not heard of this, though everybody is familiar with disruption in email and internet. China is very good at technology; it just uses it as a control freak would like to do, rather than to make a profit.
