My comment:
(a) 清单1, 2, 3 are Final List 1, 2, 3.
(b) The VOA report is confusing, when it says, "美国今年上半年进口中国产品减少12.4% * * * 今年上半年,中国输美产品占美国总进口大约17.73%,比去年同期下跌2.56个百分点"
Both statements (before and after asterisks) means 1H19 compared against 1H18, on (goods, not service) imports to US. However, the first statement means China's import against itself (1H19 v 1H18), whereas the latter statement means China's SHARE of import to US (1H19 v 1H18). The same can be said about another part of the VOA report ("2019年上半年 * * * 美国从 * * * 台湾的进口 * * * 增加 * * * 0.35个百分点。 * * * 美国今年上半年 * * * 从台湾增加29.2%").
It is obvious Taiwan (not making products on the first 2 lists) did not benefit much from Final List 1 and 2. And the 新聞稿 does NOT say which countries benefit most from the start of tariff on China, on July 6, 2019.
