标题: Why Japan Is Gearing Up for Possible War With China
Hal Brands, Why Japan Is Gearing Up for Possible War With China. Bloomberg Opinion, Nov 6, 2922.

Note:
(a) "Years before American leaders were proclaiming the return of great-power rivalry, Japanese officials were warning that Beijing was up to no good."

The US was engaged in Cold War against Soviet Union.
(b) "whether Xi would hazard everything in a high-stakes military gamble. Some officials told me that Xi’s recent personnel reforms — which included placing a veteran [中国共产党第二十届中央军事委员会 副主席 張又俠] of China's last foreign conflict, against Vietnam in 1979, and a former commander [副主席 何卫东 (东部战区司令员 Dec 2019 - at most Sept 2022)] of Chinese military forces opposite Taiwan in the two top spots on the Central Military Commission — amount to a creation of a 'war council.' "
(i) hazard (vt): "to offer or present at a risk : VENTURE  <hazard a guess as to the outcome>"
https://www.merriam-webster.com/dictionary/hazard
(ii) Rather than war council, the term used in military science is council of war. It is held by a commanding (military) officer -- not by a sovereign or a politician (such as secretary of defense in the US) -- among military officers. I can not find its etymology. but Romans had it, under the term pretorium.
(A) English dictionary:
* pretorium (n; from Latin [noun neuter] praetorium, from [noun masculine] praetor):
"1: (historical) The general's tent in an Ancient Roman camp
2: (by extension) A council of war"
https://en.wiktionary.org/wiki/pretorium
* pretor (n; less common spelling PRAETOR)
https://www.merriam-webster.com/dictionary/pretor
(pronunciation: e like that of the vowel in bet)
(B) praetorium
https://en.wikipedia.org/wiki/Praetorium
(c)
(i) Introduction of the writer, Hal Brands, appeared beneath the end of text.
(ii) Hal Brands
https://en.wikipedia.org/wiki/Hal_Brands
(1983- )
(d) "That's not say that the two countries are in lockstep."

There should be "to" in between "not" and "say."
