(a) I cannot find 亚太蓝皮书 online, not even in CASS web site.
(b) The report cites

A China that says "no" casts economic shadows. Reuters, Jan. 18, 2010.

The VOA report quotes "来自中国的政治寒流," which can be found in paragraph
1: "A deepening chill in the Chinese political atmosphere."
