My comment:
(a) Economist magazine imposes a week-long embargo for the latest issue. So
I have to wait until today to introduce this article, although I read it
Tuesday, Oct. 5, 2010.
(b) There is no need to read the Economist article, except the following:
"A mild iteration of this was included in a draft of the joint statement to
be issued after the second America-ASEAN summit—held by President Barack
Obama in New York on September 24th. The draft deplored the 'use or threat
of force by any claimant attempting to enforce disputed claims' in the sea—
ie, it was a warning to China. When the statement emerged, however, cooler
heads in ASEAN prevailed. It avoided mention of the sea at all, merely
reaffirming 'the importance of regional peace and stability, maritime
security, unimpeded commerce, and freedom of navigation'.
(c) The draft was leaked and Associated Press produced the entire text.
Oddly, when it came time for Pres. Obama to meet ASEAN, there wa only a
whimper--the draft was not adopted and news reports on the summit was inane.
(d) When I read the quote above, right away I understood the hint that it
was not US but (at least some) ASEAN nations that backed away from the draft.
(e) The two reports later that day confirmed my thinking that ASEAN members
are reluctant or ambivalent, perhaps for fear of antagonizing China.
(The two VOA reports had been published the day before but I them after
reading the Economist article in the morning of Oct. 5.)
