My comment:
(a) The "clone" in the title is a transitive verb, not a noun.
(b) bonanza (n; Spanish, literally, calm sea):
"1: an exceptionally large and rich mineral deposit (as of an ore, precious metal, or petroleum)
2a : something that is very valuable, profitable, or rewarding <a box-office bonanza>"

(c) lay on (vt):
"1b : provide, arrange <food laid on in abundance>
c : hand out <laid on awards>"
(d) Sherdils

This is not an English word and does not appear in an English dictionary.
(e) tender (n): "an offer of a bid for a contract"

My comment: Please read paragraph 9 only, the one that deals with China and that starts with the sentence: "Mr. Clarke argues in his book that China is one of the key players in developing a cyberwar capability."

My comment:
(a) Unfortunately the online version does not have an illustration that the print edition has. The illustration gives a summary.
(b) Even with the illustration, informationin this report is sketchy. It can be due to (i) technology in the developmental stage, or more likely (ii) trade or military secrets.
(c) The report is based on a press release from Battelle:

Katy Delaney, Battelle Progresses Toward Development of Harbor Shield;  Scanning Hulls of Oceangoing Vessels Could Help Secure Ports. Battelle, DEc. 6, 2010.
(d) The illustration--but neither the report nor press release--mentions two kinds of unmanned underwater vehicles that patrol and hover.
