(b) Take a look at the pie chart and read the first two paragraphs. That is enough.

As for the venue to settle a dispute: Parties to a contract (the agreement between Russia and China is a contract) may stipute the venue (where and what: in the latter: a court or arbitration) when a contract is signed. For example, you may have signed a similar contract with your credit card issuer (bank) about venue and law of the state that decides the dispute.
