My comment:
(a) As is the practice, the report was published around 3 pm yesterday Eastern Daylight Time (because Taiwan is half a day ahead of EDT). I waited but have found no American news report to confirm or deny the appointments.
(b) The report states "唐安竹即將出任國防部主管中國、蒙古與台灣的科長"

唐安竹 Drew Thompson of a DC think tank Nixon Center. "On March 9, 2011 it was renamed The Center for the National Interest" (CFTNI). Wikipedia.
