(1) Full disclosure: I have been arrested numerous times by city police of
Boston and Cambridge. (Some arrests are clearly unjustified, so I sued
without a lawyer.)

The first time, I knew nothing. Eager to be arraigned before a judge (and
thus released)--for I carries not cash to bail myslef out--I banged the cell
door the next morning so that I could be moved to the court (of course
police had to take all arrestees, not just me, out at the same time). Police
just ignored me. It is kind of embarrassing to reflect on it. And in
between the arrests, I read law books. 久病成良醫. So in later arrest, I
just bided my time.

(2)  US has the highest incarceration rate (per 100,000) in the world, headand shoulder above the rest. Arrest rate should be higher than the incarceration rate.

FBI knows about all arrests, for fingerprints of all arrestees are
transmitted electronically to it for comparison.

(a) Some states* requires a person to disclose his name upon request by
police, defying at the risk of criminal penalty. Massachusetts is not one of
them. I once refused to say anything, including my name. So the police
report listed me as "John Doe" which was also the criminal case against me,
even though fingerprint came back to police station quickly from FBI to
establish my identity (before I was arraigned).

* Texas is one, for a case challeging its law reached US Supreme Court,
which ruled in state's favor.

US population the was more than 300 million. So the arrest rate that year is
14/300, or about 5% of all persons in US.
