My comment:
(a) Read the last four paragraphs only.
(b) Renus scanners to locate the recorders first and Remora 6000 to retrieve them.

My comment: I guess not much information is public available about Remus 6000 and Remora 6000--civilian use of the former at least is operated by the company that makes it--not due to trade secrets but to military secrets.

("The cables reveal that, in private conversations, American officials repeatedly warned the Japanese to take China’s military rise more seriously, though they avoided raising the issue in public for fear of angering China. They also played the China card to get Japan to be more cooperative")

Quote:
"A senior U.S. official on Wednesday urged Russia not to be alarmed by Romania's surprise announcement that it would host a U.S. missile defense site at a Soviet-built base.
"Moscow wasn't the only one caught off-guard by the base decision. Romanian government officials were apparently unaware of it, and there was not even a whisper in the Romanian media until [Romanian President Traian] Basescu announced it Tuesday night. Local officials weren't informed, or asked for their approval, until the night before.
