My comment: While a senator, Mr Biden was friendly about China. So I believe he is sincere in this op-ed, which for the most part pats US in its back. As vice president, though, he is not known to be a policy maker behind America's China policy.

(9) S Korea spends $43 million on 67 Spike NLOS missile to be deployed on Baengnyeong and Yeonpyeong islands in the Yellow Sea later this year. NLOS stands for "non line of sight." The missile is made by Rafael Advanced Defense Systems of Israel. This explains why S Korea buys from Israel rather than from US. NLOS refers to capability of this missile which can loiter above a target before aiming at it. I do not know why US Army canceled the project.
