Note:
(a) In July this year, Brazil started constructing on its soil the first of the four conventional-propulsion Scorpène-class submarines, under contract with France's DCNS, which will also assist Brazil in building a nuclear submarine
(b) The report stated "there is an effort under way to build a pipeline to the Gulf Coast, stirring an environmental debate."
The project is Keystone Pipeline, in hope of transport "synthetic crude oil" (processed from oil sand or shale) from Alberta, Canada to refineries in Illinois, Oklahoma and further to the US Gulf Coast.
(c) Pre-salt oil is below salt beds, which in turn is in the sea floor. Go to images.google.com and enter the search term (pre-salt) and you will understand.
(d) The report mentions US and Brazil as "the hemisphere’s two largest economies."
