(e) I respect former president Chen Shui-bian. But there was a smirk in his administration, which pained me and which he must be aware of, even personally handled.
On May 27, 2007 a (male) member of a delegation from US Military Academy at West Point, New York alleged raped a (female) college student of National Taiwan University, who had been invited by a fellow (male) friend surnamed 莊, a fellow Taiwanese and student of Republic of China Military Academy 陸軍官校, to accompany that member for a dinner. She alleged both men set her up, forced liquor on her and allowed the West Point man to rape her afterwards.
(ii) During the investigation by Taiwan's Minsitry of National Defense (MND), it was leaked (intentionally of course) that before the dinner, there was another round of MSN instant messanging, as reported by 民視 on June 4, 2007:
(c) What I disliked was that under Taiwan's law, a 陸官學生 would be a civilian, not a soldier, so he could not possibly be court martialed. Therefore, the entire matter should be investigated by civilian prosecutors and police, as opposed to MND (which may have conflict of interest, to protect its reputation, for example.
The end can not justify the means. Without following proper (and here, legal) procedures, the result of anything is open to doubts.
