(b) The article quotes Mr Roughead as saying, "There is great fixation on aircraft carriers, with little discussion on fixed land-based systems, whose GPS coordinates will never change. The GPS coordinates of an aircraft carrier at this minute will be different than it will be an hour from now.”
From the context, it seems to me that he could have referred to either China's or America's--or both.
(c) The article mentions just one expert. (Retired Admiral Roughead is a former offcial.) I do not know what the title uses plural form: experts. Then again, Aviation Week always a different title in print compared with the one online.
(d) The article lists the problem but provides no answer.
