My comment:
(a) The report alludes to (why I say so, instead of "cites," see (b)):
人民日报评论部:筑牢干群关系的“信任基石.” People's Daily, Nov 3, 2011. http://opinion.people.com.cn/GB/40604/16115696.html
("我们必须关注基层干群关系中的'信任危机' * * * 不信任进一步加深,这对基层社会的建设发展与和谐稳定,影响更为负面 * * * 一个执政党的执政能力和执政地位,从根本上说都来自人民")
(b) I suspect the writer of the VOA Chinese report did not read People's Daily before writing, and further that the aforesaid writer reads Reuters in ENGLISH instead. That is why the odd 信仰危机 appears in VOA Chinese, a term reserved for religion.
Sui-Lee Wee and Huang Yan, China Paper Warns of "Crisis of Faith" Among the People. Reuters, Nov 3, 2011. http://af.reuters.com/article/worldNews/idAFTRE7A20LR20111103
("We must pay attention to the 'crisis of faith' in the relationship between grassroots cadres and the people * * * If the mistrust deepens, it will bring a negative impact to the development, harmony and stability of society. * * * A ruling party's governing position and governing power, fundamentally speaking, come from the people")
