My comment
(a) The thrusdt of the report is US executive branch has placed few orders for weaponry it had notified Congress in 2008 (under Bush) or 2010 (under Obama).
(b) There has been chatters from Democratic Progressive Party (DPP) that US is timid entrusting advanced weaponry to the Ma administration. This report--or Congressional draft report--did not seem to address the possibility (because politically this will be a can of worms--remember both US and American talking heads consciously omit Taiwan in regard to China strategy).
