China‘s Reform at Next Stage and Transformation of Government Functions

Abstract: China’s reform is now at a crossroad and faces many deep-rooted problems and conflicts. To solve them, the key is to deepen reform. This is because, internationally, vast changes are taking place in world order and China‘s external environment, which puts pressure to advance China’s reform; domestically, realizing the vision of China‘s rise entails deepening reform. Currently, Chinese government need to rely on marketization and privatization; promote a shift in the driving force of economy from factors of production toward efficiency and innovation; reasonably straighten out the relationship between government and market and demarcate social governance boundary; and change itself from an omnipotent government into a limited one and from a growth-thirsty government into a service-oriented one.
