My comment:
(a) The report is striking in that
(i) it asserts US position on Senkaku islands is "strategic ambiguity"--to borrow its long-standing position (at least since 1979 when US severed its diplomatic relations and negate its mutual defense with Taiwan) on whether it would come to the aide of Taiwan in the event of a PRC invasion; and
(ii) it mentions previous unknown (to me) the bombarding agreement on two islets of Senkakus. For this, read the last section whose heading is "1972年驻军地位协议."
(b) The report is translated from
(i) The text of the English report continues after the video.
(ii) For Japanese names of the islets, see

Regarding Uotsuri-jima 魚釣島.
(A) uo 魚 【うお】 (n): "fish"
(B) tsuru 釣る 【つる】 (v): "to fish; to angle" ("tsuri" is the corresponding noun)
Both are Japanese pronunciations 訓読, and come from Jim Breen's online Japanese dictionary.
