My comment: Almost everybody in this world is qualified, except, unfortunately, passport holders of PRC--that is because KMT-dominated legislature made, and then keeps, the law.

My comment: Washington, as well as Voice of America, has for at least five years--that is how long I have read VOA and BBC online--tried hard to appear neutral in domestic politics of Taiwan. This report is the first time VOA reports open letters.
