My comment: I doubt it.

(3) Peter Fritsch, Chinese Evade US Sanctions on Iran Wall Street Journal,
Jan. 4, 2009.

("Chinese companies banned from doing business in the U.S. for allegedly
selling missile technology to Iran continue to do a brisk trade with
American companies, according to an analysis of shipping records.")

My comment: Except the quoted paragraph 1, there is no need to read the
reort, which I feature only because it appears in the front page.

(4) Mark Landler and David Barboza, For Shanghai Fair, Famous Fund-Raiser
Delivers. New York Times, Jan. 3, 2010.
http://www.nytimes.com/2010/01/03/world/asia/03clinton.html?scp=1&sq=shanghai&st=cse
("Despite those [legal and ethical] restrictions, and a dismal economy, Mrs.
Clinton is closing in on her $61 million goal. She is clearly proud of the
effort, which staved off what could have been a rupture in American-Chinese
relations. * * * By all accounts, the effort to build a national pavilion
was near death at the end of the Bush administration.")

My comment:
(a) Regarding potential "rupture," unfortunately face is important to China.
In my view, the nation should not take the non-participation personally.
(b) Regarding Tomas Jefferson as "the first secretary of state."

Thomas Jefferson served as Secretary of State, of Department of State, from
Mar. 22, 1790 to the very end of 1793--under Pres. George Washington. The
predecessor of the office and its head is Department of Foreign Affairs and
Secretary of Foreign Affairs, respectively.
