My comment: This opinion surprised me, whose suggestions rub against Republicans--perhaps Democrats as well. There is no possibility whatsoever to sign a fourth communique, ever since the third was signed. Political climate simply does not allow the THOUGHT of it--at least in US which I am quite familiar with.
