(a) There is no need to read the text. View the graphic only.
(b) Perhaps US airplanes flying by China use the same technology to mop up the latter’s communication.
(c) To a layman like me, the airplane tracking looks similar to StingRay, which my Nov 17, 2014 posting “Bloomberg BusinessWeek, Oct 20, 2014” reported.
