My comment:
(a) Special Tea House Museum 特約茶室展示館 (the brothel used to be called
特約茶室.
(b) Military brothels were boarded up after then Legislator 立法委員 Chen
Shui-bian fought against them.
(c) Two Chinese-language reports:

Why 831? It is unclear (I googled and could not find an answer).

No doubt, we Taiwanese are not in a position to judge Japan's 慰安婦 system.
