Kate Linebaugh, Families Build Their Own Diabetes Devices; Companies work on developing the technology, but approval process is too long for many patients. Wall Street Journal, May 9, 2016

Quote: "The FDA regulates companies that make and market medical devices but the agency doesn't have authority over how doctors and patients can use such devices. This means that as long as the people tinkering with their insulin pumps aren’t selling or distributing them, the FDA doesn’t have a legal means to stop it.
My comment: The report says the homemade equipments sometimes fail, as one can imagine. Isn't it dangerous? So there is no need to read the rest; the quotation shows tinkering is not illegal -- that is all you need to know.
