日法務省不受理蓮舫放棄國籍證明文件

My comment:
(a) I read all Japanese news on this topic, none of which report that Japan's Minister of Justice Katsutoshi KANEDA said Taiwan is not a nation. In fact, two video clips of Mr Kaneda's Oct 14, 2016 press conference indicates he said only: 「一般論として、台湾当局が発行した外国国籍喪失届(国籍喪失許可証)は受理していない」.

(i) My translation:
In the press conference, Minister of Justice Katsutoshi Kaneda -- concerning dual citisenship of Renhō (of  民進党) and what procedures she should follow to resolve the issue -- indicated "Generally speaking, the notification 届 by Taiwan authority that a certain person forfeit its citizenship, is no accepted."  (paragraphs 2) In her press conference held on Oct 13, Renhō said she would follow 戸籍法106条," which states that a holder of dual citizenship may resolve this issue by presenting the counterpart nation's certificate of loss o citizenship/denaturalization. However, Japanese government does not recognize Taiwan as an official government and hence does not accept its certificate.  (paragraph 3) In that case (when a certificate can not be accepted), based on 104条 of the same law  there is a need to make a proclamation of 国籍選択宣言, declaring the intent to retain only Japanese citizenship. Ministry of Justice, Japan, requests such a proclamation when it comes to the abandoning of Taiwanese citizenship. (paragraphs 4) If there is an proclamation 国籍選択宣言, it would be recorded in the household registry. But  does not make public her household registry, instead said that because the registry does not include me, I do not understand. [I fail to comprehend the what her statement means].
(ii) Japanese-English dictionary:
* todoke 届(P); 届け(P) 【とどけ】 (n): "report; notification; registration"
* のっとって (pronounced "nottotte") is present participle of
   ^ nottoru 則る; 法る; 乗っ取る(iK) 【のっとる】 (v): to conform to; to be in accordance with; to follow (rule, tradition, example, etc)"
* tetsuzuki 手続き(P); 手続(P) 【てつづき】 (n): "procedure"
(iii) To conclude, Minister of Justice, Japan, did not say Taiwan is not a nation, but he did point out the procedure to follow: 104 rather than 106 -- thus implicitly stating Taiwan is a not a nation as defined by Japan's 戸籍法.
(iv) Taiwan doesnot have this problem with US, simply due to Taiwan Relations Act
