Jane Perlez, 孟宝勒 and 安思乔, 中国科技雄心引发忧虑,或打破全球贸易秩序. 纽约时报, Nov 8, 2017

, which is translated from
Jane Perlez, Paul Mozur and Jonathan Ansfield, China v the World; The nation gleans technological know-how from foreign firms, threatening to upset trade. New York Times, Nov 8, 2017
("When concerned officials in Washington began blocking China's ability to buy high-end technology last year, one American company found a way to help its Chinese partner around those limits. The company, Advanced Micro Devices, avoided scrutiny by licensing its exclusive microchip designs, rather than selling them")
My comment: This report is somewhat long, but about two thirds are stale: China has been like that. The part of the report (~30% of the report) about AMD is interesting, though, which starts early on with a summary in the quotation above. Then jump to the section whose heading is "Old Rules, New Products." Go on until three paragraphs INTO the next section whose heading is "New Rules for a New Era?"
