My comment:
(a) The essay is a one scholar's opinion. Ordinarily I read it, but will not bring it to your attention. But the points in his essay are unknown to me, as well as fellow Taiwanese at the time. The only publicized US delegation was led by deputy secretary of state Warren Christopher, which arrived in Taiwan on Dec 28, 1978.
(b) "American diplomat John Van Antwerp MacMurray, our representative to a China whose 'Beiyang' government in Peking was internationally recognized. The State Department forbade MacMurray to deal with Sun Yat-sen or his group in Canton. Understanding that a diplomat's job is to know everybody, MacMurray simply took the train, spent a few days with the banned Kuomintang, and returned."

John Van Antwerp MacMurray 马慕瑞: born in Schenectady, New York to Junius Wilson MacMurray and Henrietta MacMurray (née Van Antwerp); US Minister to China (1925-1929 under President Calvin Coolidge [presidency 1923-1929; Coolidge was vice president in 1923 when president Warren G Harding, also a Republican, died of an undiagnosed acute disease]

北伐 (1926-1928) -- so MacMurray, having worked with Beiyang government, went on to deal with Chiang Kai-shek's administration.
(c) Henry Kissinger "fought in the Battle of the Bulge), whose only scholarly book was about the Congress of Vienna [held from November 1814 to June 1815; following Napoleonic Wars] in 1815."

That might or might not be true. However, it is well known that Chiang was agitated in the middle of the night (Dec 15, 1978) when US ambassador to Republic of China woke Chuang up to inform him personally about de-recognition.  
(e) "As I put it in a long-ago article, we were in fact 'back to basics.' * * * Although 20 years old, that article spells out clearly that nothing substantial had been achieved beyond formal recognition of China and relegating Taiwan into an ill-defined status, expected to change quickly, but which [referring to 'status'] has now lasted 39 years."

I did not know what 'that article" meant at the first glance. So I present to you this quotation.
(f) "Only the narrow Miyako passage, which has such a base on either side, and the Bashi channel south of Taiwan, both easily closed, allow PLA maritime access to Taiwan."
