(a) In print, the teaser in the front page of the newspaper says:

"The Great Plane Robberies?  Stow luggage at your own risk. Theft of items from custom baggage continues to be a problem. 'A lot is getting stolen every day,' one prosecutor said."

English definition: to stow (vt, vi): "to put away"   Webster (3rd ed, ¡961)

(b) Unfortunately the online version does not include a table which gives out tips to avoid the mishaps. Principally, do not put the valuables in the baggage you are going to check in.
