(a) I cannot find an English-language report on this.
(b) 俄罗斯太空部队 is Russian Space Forces, a branch of Armed Forces of the
Russian Federation--as opposed to civilian Russian Federal Space Agency.
(c) The VOA report says this is the only official report.

With respect to India vs. China, there have been many reports in India--as
well as one from Russia.

(1) The former boasts they have been successful in missile defense. (It is
true that starting two years ago, Indian government has said that a few
times. AFP, of France, would repeat it but generate no other reverberation
somehow. Whether China is 樹大招風, or few believes India, I do not know.)

(1) Not just India.

In collaboration with US, Rafael Advanced Defense Systems of Israel has
claimed successfully developing Iron Dome, using missiles to shoot down
rockets. In contrast to India which has not shown any evidence to its
assertions of successfully downing a missile with a missile (in at least
three different occasions), Israel produced video clips. See the clip in

(2) contrary to some Chinese assertions, China has never had rockets (
