Federal government can print money. NOT the states. That is why state
governments are cutting and shutting.

A community college is state-supported, provides the first two years of
education, and charges low tuition. After graduation, student can transfer
to a university to complete the higher education. Layoff workers and seniors
also go there for career change and self improvement, respectively.
Usually it accepts all comers. That is why the report quotes an official as
saying“We have a commitment to educate the top 100 percent of Americans."
