(b) Formed in 1951 and based in Geneva, Switzerland, IOM is an intergovernmental organization "with 132 member states, a further 17 states holding observer status and offices in over 100 countries" ("About IOM" in the web site). It is not a branch of United Nations but does send a permanent observer to UN.

(c) I disagree with the translation of VOA Chinese. Apparently the VOA's English report talks about migrants/immigrants--rather than migrant workers 外来工. This is made apparent in the last sentence of the VOA report. Immigrants (legal or illegal; permament or temporary such as foreign students)--NOT native born, in other words--constitute about 14% of US population, according to census.
