My comment:
(a) There is no need to read the text; The report mentioned China in a fleeting manner, at web page 2 ("According to Sanzillo, the facts that firms can access relatively inexpensive coal in the region and now enjoy the prospect of an expanded export market in China and other developing nations 'place a major upward price premium on Powder River Basin coal for the coming decades'”).
Just view the graphic whose title is:
Coal Production Moves West; Vast reserves in Montana and Wyoming have allowed the Powder River Basin to overtake Appalachia as the premier US coal-producing region.

(i) Powder River

(The Powder River was so named because the sand along a portion of its banks resembled gunpowder; The Powder River Basin near the Montana/Wyoming border is a major source of low-sulfur coal mined in the United States)
