My comment:
(a) It appears there is no need to sign in, in order to read the column.
(b) The first sentence of the column says (right before quotation 1), "When Xi Jinping tipped up at the White House recently Barack Obama made a proposal."

I can not find the meaning of "tip up."

What I do not understand is why the title is listed in the right column (whose heading is FT速读测试) of the web page. I did not sign in there.
