It is translated from

I introduced the English-language report at the time. Further, it is unfortunate that BBC Chinese sometimes refers to Mr Martin Patience as 马腾 (presumably an autonym), but as 马丁·佩兴斯 (transliteration 直譯) in some other times.

Timing is everything.

(i) INDEED, the same Chinese-language report (same title, same byline, same content) was published on Mar 29, 2012. The only difference is the DATES in Chinese. If you are careful enough, you will see the URL for the Apr 19 report is dated Mar 29, indicating both the Mar 29 and Apr 19 (Chinese-language) reports share the same URL.
(ii) For further confirmation:
(A) The content of the Apr 19 report contains information not later than Mar 29.
