(c) Comparison of the two (USA Today and DHS) illustrates
(i) that the year is fiscal year, not calendar year implied by USA Today; and
(ii) that "China" (as used in USA Today for the purpose of the graphic) does not include Hong Kong or Taiwan, each of which has its own immigration quota under US law.
