My comment: There is no need toread the report, whose text is quite familiar to us. Only view the maps, which details what nation claims what ("territory claim"). China has not, to the best of my recollection, claimed the entire South China Sea as its territory (as opposed to exclusive economic zone (EEZ)). But Brunei's rectangular claim, looks like a EEZ to me, 200 (not 12) nautical miles into the sea.
