My comment:
(a) The Original (English version, that is) has a graphic that is absent in the translation. My recommendation is to view the graphic first, to comprehend the bind Latin America is facing.
(b) Russia has tried to modernize itself since Peter the Great (1672-1725; reign 1682-1725), unsuccessfully. Latin America seems to follow in Russia's footsteps. Both blocs have resorted to exporting raw materials.
