("Tongling 安徽省 铜陵市, China’s 'copper city,' has been at the forefront of reform since the 1990s * * * Competitive elections in China are usually confined to the village level – the lowest of five administrative levels. Tongling is trying its hand at such elections at the city district level, somewhat higher on the power ladder. In March, the city’s residents elected 18 community representatives in the four districts that comprise Tongling. The reps don’t sit on a city council–there isn’t one in Tongling. Instead, they act as liaisons between various communities and the city government. Sixteen of those 18 were nominated by the Communist Party, assuring their election. In two cases in the Tongguanshan district 铜官山区, though, Tongling took a stab at democracy. Local residents nominated people to run for director, the formal name of the neighborhood rep.
